But i would like to add few Important points and links for you to understand:

As per your Topic Heading i can identify that you are trying to create policy to only allow Social Networking Sites in Lunch Hours
But you are unable to do so.

Which means either Social Networking Sites are completely blocked at all time.
OR
Which means Social Networking Sites are Allowed at all time but also allowed during Lunch Hours

Both these cases will lead to failure of your Policy making or your Actual Result.

Inorder to Properly understand where things have gone wrong let me provide you few steps to confirm your flow.

Step 1: Create a Time Profile and Configure your Lunch Time/Period
Example: 1:00 PM - To - 1:30 PM

Step 2: Since Facebook APP Signature is already present We do not need to create one [You can create Request Types of your own for Facebook(Advance)]

Step 3: Create a Policy inside Access Profiles With a Proper Logical Flow

• Step A:
  • Create a Policy to Block Facebook Completely
  • Select "Facebook" in Request-Types
  • Select Block in Action Section
  • Add a New Name in Profile Name

• Step B:
  • Selecting Your Lunch Hour Profile in Time Profiles Section
  • Select "Facebook" in Request-Types
  • Select Allow in Action Section
  • Add a New Name in Profile Name
