Hello Jay,
The Section you are referring to is the Access Restriction Section of SafeSquid
In Simple Words (Working):
Which Works from Top To Bottom and Adds the User To the Respective Group if the Condition Matches then it applies the Restriction.
Therefore if you want to configure SafeSquid to ask for Proxy Authentication for all users then create a Access Restriction User Group
as shown below
The 4th User Group is the one created to ask for User Authentication
1st User Group - To be Kept There and used in places where configuration lead to problem in accessing this Config Page
2nd & 3rd can be used by your policy or not, they are Conditional User Group binded to a Respective Profile as shown above
Therefore one used by all will be User Group 4th Which has no Condition i.e no IP Specified which means for all the IP Addresses
