Why do i need to Restart SafeSquid TWICE to do YouTube API Integration in SafeSquid-SWG

Hello All,
Recently, I was trying to integrate my YouTube API key with SafeSquid-SWG so that I can create the YouTube category-based rules.
But while trying to do that
As per my knowledge, there is only one step to do if we already have YouTube API Key.
do reply back, if there is any other step that I have to do.
The Step that I followed is:
Add a key file named "keys" [Containing YouTube API Key] Inside Dir: [/var/lib/safesquid/youtube/]
and then a SafeSquid Restart should enable the YouTube Category in our Category Section
But this Setup does not work [i.e youtube category are not present in category section]
There is a file getting created as legends inside dir: [/var/lib/safesquid/youtube/]
legends file containing YouTube Category
and the log file: /tmp/safesquid/tty
shows the below error
However, if I again do a SafeSquid Restart, there is no such log that i see below
and the Youtube Category are present in the category Section

Does Restart TWICE is OKAY.
But still restarting once should integrate YouTube API in SafeSquid-SWG
