How to categorize a website into custom categories

What’s the procedure for categorizing a website into custom categories? Any specific steps or tools recommended for this task?

Benefits of such categorization is policies can be configured based on the web category.
For, e.g.: To allow all websites which are categorized as government.

But at times you want multiple web category to have a custom category for easy policy configuration.
Best example for this would be Company Blacklisted Websites or Company Whitelisted Websites where websites from different web categories needs to be categorized as single category, based on company requirements.
